Section D. Packaging & Marking

Section D describes the Government’s requirements for packing, packaging, preservation and labeling, marking of deliverables and may also reference procedures for document security, if applicable.
REVIEW ACTION
Read it carefully, regardless of whether the procurement involves products or services. You must comply with all FAR clauses whether incorporated by reference and/or full text and understand their impact on the contract.
Be on the lookout for RFID, UID and Mil-Spec packaging requirements. This section may also require additional materials or documentation to be submitted for example, Mylar labels, paint colors, blueprints, instructions booklets/cards, and studies. Will you need to outsource all or some aspects packaging in order to meet the requirements? Do you have a list of packaging partners identified?

If you are bidding commercial items, any samples submitted with the written RFP may be subject to the Section D requirements.
SUBMISSION ACTION
Section D requirements are typically meant for post-award packaging and delivery of products and services rather than proposal submission. Be sure that you’ve accounted for packaging costs related to any MIL-Spec or RFID requirements.
WARNING
Failure to pay attention to and follow RFP instructions could affect costs, create logistics issues and result in a nonresponsive proposal.
Watch for hidden proposal instructions and fill-in the blank items. Fool proof method: read entire section end-to-end and mark special instructions and blanks with a highlighter.
