Section L. Instructions, Conditions, and Notices to Offerors
SUBMISSION INSTRUCTIONS

This section provides detail on how to prepare your response including: 
  • Binding method, paper size, and margin size
  • Required information to be printed on cover, spines, cover sheets and tabs
  • Hard and soft copy packaging and marking for final delivery
  • Required electronic submittal or interaction with online procurement system / electronic file upload
  • To whom you should submit proposal
  • Outer/inner envelope and packaging markings

PREPARATION INSTRUCTIONS

Proposal Preparation Instructions Provides the proposal structure, basic content outline, and page limits for the proposal volumes, books, and/or appendices. Follow it exactly!
  • Format
  • Recycled paper requirements
  • Volume titles
  • Page limits
  • Number of hard copies and number and type of copies (CD/DVD/USB)
  • Volume marking requirements: “ORIGINAL”, “COPY 1 of 4”, etc.
  • Software applications for electronic submission (usually include Microsoft Word, Excel and Adobe PDF)
  • Title page content
  • Index tabbing
  • Paper/page size, margins
  • 11x17 page rules – the types of content that can be included on an 11x17 page and how it will be counted against page limit
  • Types of content in page count vs not in page count
  • Page numbering instructions
  • Font face and size for text vs graphics
  • Where to include cost information
  • Program schedule with estimated dates/durations of program events. Provided to bidders to facilitate the development of content like the integrated master schedule (IMS), transition plans, and milestone charts.

SPECIFIC INSTRUCTIONS BY VOLUME

Section L includes a list of volumes expected in the response along with specific volume topics punctuated with SHALL statements. (Hint: you need to address every SHALL statement with a HOW response.) The types of volumes could include:
  • Technical
  • Management
  • Cost/Price
  • Uncosted Information
  • Past Performance
  • Small Business
  • Plans

PROPOSAL VERIFICATIONS

Read very closely for buried instructions. For example, the Section L might require that you to make statements in your cover letter that certify the DVDs are readable and virus free, or that you’ve printed the proposal on paper that includes a certain percentage of recycled material.

CONFIDENTIAL INFORMATION

Section L normally describes the FOIA process and how to mark your proposal to restrict disclosure.
