She is well-versed in all phases of business development including opportunity identification and assessment, capture management, and proposal development. While serving in roles as Proposal Manager and Volume Leader, Pam consistently applies organized, disciplined methods focused on efficiency and best practices to create accurate, compliant, and compelling proposals. She has expertise implementing SM&A and Shipley methods, characteristic of an 80%+ win rate. Her ability to bring a calmness that transcends the most stressful proposal efforts is a skill rarely found in deadline-driven efforts.
Over the past 20 years, Pam has played a direct role in creating benefits-rich, strategy-driven, and customer-focused proposals resulting in contract awards with government agencies including U.S. Air Force, U.S. Army, Centers for Medicare & Medicaid Services (CMS), Defense Logistics Agency (DLA), Department of Homeland Security (DHS), Federal Bureau of Investigation (FBI) and National Aeronautics and Space Administration (NASA). Pam holds both Master's and Bachelor's degrees from George Mason University. She is a Stanford University Certified Project Manager (SCPM). Her proposal certifications include APMP professional level (CP APMP) and Shipley Business Development Certification (Shipley BDC). She maintains the LEED® AP O&M accreditation which demonstrates her knowledge of environmental sustainability and the U.S. Green Building Council’s LEED rating system. She is voting member of The Choctaw Nation of Oklahoma and a member of the Association of Proposal Management Professionals (APMP). Past memberships include National Contract Management Association (NCMA) and the Northern Virginia chapter of Armed Forces Communications and Electronics Association (AFCEA). |
